Fortifying Tiles

What fortify does

[]Raises the tile’s fort level (max 5).
[]Higher fort makes raids harder and adds defense in rolls.
It also adds defense to your colony for the actual battles.
each fortify adds 2 defense to your colony so at max level thats 15 for each tile.

Cost & payment

[]Costs wood and stone. Cost scales with the next fort level.
[]If you own the tile, your colony pays. If a faction-ally fortifies and has no selected colony, the owner colony pays.

Genetics & roles

[*]Certain mutations and the Warrior role can reduce effective cost or add bonus progress (when applicable).
